Borrowing Library Services for Users

Visitors are welcome to use any books, newspapers, magazines, or other materials within the library. If you wish to use the materials to outside the library, you will need to complete a user registration form to obtain a library card. To register, you need to bring items to verify your name and address – items such as a driver’s license, health insurance card, student card, or alien registration card will suffice. Non-residents who work or studying in Kiyose City are also required to present some forms of proving that they work or study in Kiyose City.

People Eligible for Registration

  • Residents of Kiyose City
  • Those working in companies in Kiyose City
  • Those attending schools in Kiyose City
  • Those living in the Wide-Area Administrative Circle Cities (Kodaira,Higashimurayama, Higashikurume, and Nishitokyo)
  • Residents of neighboring cities (Niiza and Tokorozawa)

Requirements of Borrowing or Renewing

  • Reference books and some library materials may be read them only within the library. Regarding materials borrowed from other city libraries, it might not be possible to renew those items from within this library.
  • If no one else has reserved a book or magazine that you have currently checked out, you may renew that item once.
  • If you wish to continue borrowing that item, you are requested to return the borrowed item once and three days later you may check it out again.

Returning Library Materials

  • Users are requested to return borrowed materials promptly on time.
  • Library materials should be returned to the service counter during open hours or to book drops during when the library is closed.
  • Borrowed materials and audio-visual items from other city libraries should be returned directly to the librarians at the service counter (not through a book drop) to avoid damaging the item.
  • As for picture materials, please return them to the library branch from which you borrowed.

In Case of Trouble

  • When your borrowed materials are lost or stolen, please inform a librarian at the service counter immediately.
  • If library materials become soiled or damaged, inform the service counter without trying mending. Please note that, in case of loss or damage, you would be held financially responsible for them.
  • As damage in the production equipment of the audio-visual materials are beyond the library responsibility, you may operate it very carefully.

Request and Reservation Services

Requests for library materials, Applying to the other city libraries, and When the library doesn’t have any materials you intend to read :

  • You may make a request of library materials and check out library materials from your appointed library branch in the city.
  • The number of requested materials shall not exceed 30 items altogether, including books, magazines, and audio-visual materials.
  • Please visit the service counter when you intend to read those materials that the library doesn’t possess (except audio-visual materials).
  • You may not reserve any materials you are currently borrowing.
  • Please note that you might be limited to make a request or reservation on picture materials, prohibited books to loan out, books before publishing, etc.

Ways of Applying

  • You may apply to the service counter to reserve a library item, after filling necessary information in the request or reservation forms. Users who have private passwords can apply to the library through library website or the library OPAC.
  • For visitors wishing to register their passwords, please visit the service counter.

Registration of Passwords

Users who have registered passwords are entitled to use such as services below through the library website or the library OPAC :

  • Reservations of library materials
  • Requests of those materials that the library doesn’t possess
  • Cancellation of requests and reservations in the process of application
  • Confirmation of borrowing records (loans, requests and reservations)
  • Change of a password
  • Registration and change of an e-mail address
  • Extension of a due date

Registration of E-Mail Address

The library sends registered users at their e-mail addresses necessary information such as :

  • Notifying when requested or reserved materials has become available
  • Notification if a borrowed item has become overdue

The library can send to users the following guidance information by e-mail:

  • Information about newly-arrived materials in your desired genre
  • Information about upcoming library events and activities

The library can help you when you have trouble in finding needed materials and provide support your research work.

Photocopying

Facilities to photocopy library materials are available for a modest charge. There are legal limits regarding what sort of materials can be photographed. Please fill in a copy application form at the service counter. Recent newspaper articles, magazines and materials borrowed from other city libraries might not be available for photocopy.

On Your Personal Information under Control of the Library

Concerning user registration, passwords, and all other personal information that the library has gained, the library shall use this only for the offical library business and not for any other use.
